Historical coverage: 2020–2021. This timeline brings together The Cannabis Community’s earlier reports on Illinois dispensary-license scoring, litigation and HB 1443. The dates, eligibility descriptions and announced lotteries below belong to that period. They are not an application guide or a notice of a current licensing opportunity.
August 2020: rules for breaking application ties
Our August 12, 2020 report covered approval of permanent rules for the tie-breaking process associated with 75 conditional adult-use dispensary licenses authorized under the 2019 Cannabis Regulation and Tax Act. At the time, the article discussed an anticipated timetable. That forecast should not be read as proof that licenses were issued on those dates.
September 2020: scoring disputes and a supplemental review
On September 10, 2020, TCC announced a federal-court hearing scheduled for September 11 concerning a challenge to the dispensary application scoring process. The notice also advertised a subsequent discussion with attorney David Ruskin of HMB Legal Counsel. It was an event notice, not a report of the court’s final decision.
Our September 21 report described the state’s announcement of a supplemental deficiency process for applicants who had not received a perfect score. Applicants would receive information about lost points and an opportunity to supply information or request rescoring. The announcement did not mean that every disputed application had won a license, and it did not permit applicants simply to rewrite ownership to obtain eligibility points.
For the subsequent procedural record, see the IDFPR order dated May 19, 2022, which recounts the supplemental review and later lottery process.
May 2021: HB 1443 moves through the legislature
TCC’s May 26, 2021 article followed HB 1443 as it advanced toward Senate consideration. Our subsequent Senate-passage report covered the next legislative step. These were updates about a bill in progress. The governor’s office issued its statement on Senate passage on May 28, 2021; passage and signing were separate events.
July 2021: signing and the three-lottery schedule
Governor JB Pritzker signed HB 1443 on July 15, 2021. The state announced three lotteries covering 185 conditional dispensary licenses: the original group of 75 and two additional groups of 55. The July 15 announcement explains the eligibility categories as they applied then.
- July 29, 2021: Qualifying Applicant Lottery, up to 55 licenses.
- August 5, 2021: Social Equity Justice Involved Lottery, up to 55 licenses.
- August 19, 2021: Tied Applicant Lottery, up to 75 licenses.
Those dates are documented in IDFPR’s licensing timeline. Being selected in a lottery was a step in a licensing process, not the same thing as opening a dispensary.
September 2021: additional corrective steps
On September 3, 2021, Illinois announced a further lottery to address limited administrative errors affecting the number of entries some applicants had received in the July 29 drawing. The state said this would not displace applicants already selected in the earlier lotteries. The official September 3 announcement documents that distinction.
